North Little Rock, Arkansas – A second suspect wanted in connection with a homicide at a North Little Rock gas station has surrendered to police, according to the North Little Rock Police Department.
Kendrick Norris Jr. turned himself in at the North Little Rock Justice Center on Thursday, August 20, 2026, at about 6 p.m., police said. Officers took him into custody without incident.
Norris was wanted on an active warrant connected to the homicide that occurred at a Circle K gas station on August 10. The warrant includes one count of Capital Murder, two counts of Terroristic Act, one count of Aggravated Assault and one count of Possession of Firearm by Certain Person.
The surrender marks the latest development in the investigation, which has already led to the arrest of another suspect.
The North Little Rock Police Department said officers, working with members of the U.S. Marshals Eastern Arkansas Fugitive Task Force, located Clenton Withers at a residence in North Little Rock on August 10.
Withers was also taken into custody without incident. Police said he was arrested on an active warrant charging him with one count of Capital Murder, three counts of Terroristic Act and five counts of Aggravated Assault.
The arrests stem from the deadly incident reported at the Circle K on August 10. According to police, officers responded to the gas station at approximately 2:33 p.m. that day as investigators began working to identify those believed to be involved.
The case has resulted in multiple serious felony allegations against both suspects. Norris and Withers face different combinations of charges under their respective warrants.
Norris’s surrender came 10 days after the reported homicide and followed the earlier arrest of Withers. Rather than being taken into custody at another location, Norris went to the North Little Rock Justice Center and surrendered to authorities.
Police said the process was completed without incident.
The involvement of the U.S. Marshals Eastern Arkansas Fugitive Task Force in locating Withers reflects the cooperation between local and federal law enforcement during the investigation. Officers located Withers at a North Little Rock residence and arrested him without incident.
The police department has not provided additional details about the circumstances surrounding the homicide in the information released about Norris’s surrender.

The latest arrest means two suspects are now in custody in connection with the case, with both facing capital murder charges. Norris also faces a weapons charge, while Withers faces additional counts of Terroristic Act and Aggravated Assault.
