Arkansas becomes first state in the nation to sign satellite broadband agreement with Amazon

Little Rock, Arkansas – Officials in Arkansas are marking a major step forward in rural internet expansion after announcing a new agreement with Amazon that will bring satellite broadband service to some of the most remote parts of the state.

The Arkansas State Broadband Office confirmed the deal under the Broadband Equity, Access, and Deployment (BEAD) Program Grant, making the state the first in the nation to finalize such an agreement with Amazon. The partnership will use Amazon Leo’s low-Earth orbit satellite technology to expand high-speed internet access to areas where traditional infrastructure has been difficult or too costly to build.

The project carries a total value of $2.4 million and is expected to serve more than 1,700 locations across Arkansas. Officials estimate that over 4,200 residents will benefit once the system is fully deployed. Funding comes from a $1.76 million federal BEAD grant, with Amazon contributing more than $580,000 in matching funds.

For state leaders, the announcement builds on years of steady broadband growth. Arkansas officials said the state led the nation in broadband expansion between 2021 and 2024, recording the highest percentage increase in high-speed internet connectivity in the United States during that period.

Even with that progress, gaps remain, especially in rural and hard-to-reach communities. State data shows that high-speed internet is now available to about 89% of Arkansans, while rural areas have seen a 20% increase in connectivity over the past two years. The new satellite initiative is expected to push those numbers higher by targeting the final pockets of underserved regions.

State planners also say the broader long-term goal is ambitious. With continued investment from both state and federal programs, Arkansas aims to bring modern broadband speeds to more than 1 million residents by 2030. Officials describe the Amazon agreement as another key step in that direction.

Arkansas State Broadband Director Glen Howie emphasized that the partnership goes beyond infrastructure alone.

“This agreement is about more than technology,” Howie said. “It’s about ensuring that geography does not determine opportunity. Every Arkansan deserves access to the tools needed to self-determine their success in the twenty-first century digital economy. This agreement brings us one step closer to that reality.”

The satellite system itself is still in early expansion. Amazon Leo currently operates 329 satellites in low-Earth orbit, with another 29 reportedly scheduled for launch on July 3. The company continues to scale its network as demand for rural broadband solutions increases across the country.

Unlike traditional cable or fiber installations, low-Earth orbit satellite service can reach areas without requiring extensive ground infrastructure. That flexibility is a key reason Arkansas officials believe the system can help close remaining coverage gaps more efficiently.

For now, state leaders say the Amazon partnership represents both a technical milestone and a symbolic one, as Arkansas becomes the first state to move forward with this type of agreement at the national level.
