Jefferson County sheriff’s office arrests local serial social-media provocateur following false alarm that disrupted operations at county detention facility

Jefferson County, Arkansas – Authorities in Jefferson County, Arkansas, say a recent wave of false claims made on social media led to a serious disruption inside a county detention facility and triggered a full emergency response involving multiple law enforcement teams.

The Jefferson County Sheriff’s Office announced the arrest of Mark Cannon, described by officials as a serial social-media provocateur and self-proclaimed community activist, following what they say was a pattern of deliberate misinformation aimed at public institutions. The arrest is tied to a series of online posts and live broadcasts that officials say went far beyond commentary and crossed into criminal interference with operations.

The most recent incident occurred on Thursday, April 2, 2026, when Cannon allegedly used platforms including Facebook Live to claim that a firearm had been brought into Misdemeanor Pod 1 at the W.C. “Dub” Brassell Adult Detention Center (DBDC). During the livestream, he repeatedly stated that a gun was inside the housing unit and further alleged that detention staff were involved in smuggling contraband into the facility. At one point, he displayed what appeared to be a firearm on camera, intensifying concern.

Given the seriousness of the allegations, detention personnel and deputies immediately activated emergency response protocols. A full search of the housing unit was conducted, with staff moving quickly to secure the area and ensure the safety of detainees and employees. After a thorough inspection, officials confirmed that no firearm or related contraband was found inside the facility.

While the immediate threat turned out to be false, authorities say the operational impact was real. Emergency procedures required the diversion of deputies and detention staff away from routine duties, creating strain on resources that are already carefully allocated to maintain daily security operations.

Investigators later determined that this incident was not isolated. According to the sheriff’s office, Cannon has a documented history of publishing misleading or false information that has previously triggered unnecessary public alarm and law enforcement response.

One earlier case dates back to May 4, 2024, when Cannon allegedly spread a false report claiming that a detainee had been stabbed multiple times. Another incident on September 30, 2025, involved the circulation of outdated video footage that was presented in a misleading context, suggesting a recent altercation inside the detention facility. Both incidents, officials say, led to confusion and placed additional pressure on staff and resources.

After reviewing the April 2 incident along with prior behavior, authorities moved forward with formal charges. On April 10, 2026, Judge Phillip Green found probable cause and issued a warrant for Cannon’s arrest. He was charged with Communicating a False Alarm (A.C.A. § 5-71-210(a)) and Impairing the Operation of a Vital Public Facility (A.C.A. § 5-38-205). Bond was set at $1,000 secured.

Shortly after the warrant was issued, investigators with the Criminal Investigation Division of the Jefferson County Sheriff’s Office located and arrested Cannon. He was transported to the W.C. “Dub” Brassell Adult Detention Center, where he was booked without incident.

Officials emphasized that the arrest was not about limiting free expression, but about preventing actions that directly interfere with public safety operations. According to Major Dennis Kendall, the consequences of such false claims extend far beyond social media.

“Let me be clear, false reports of this nature are not harmless. When an individual knowingly spreads misinformation that suggests the presence of a weapon inside a detention facility, it triggers a full-scale emergency response. That response requires the immediate diversion of deputies, detention personnel, and critical resources that are intended to protect the public. These actions place our staff, our detainees, and our community at unnecessary risk. These actions also create unnecessary worry and stress on the family members of detainees who are in W.C. “Dub” Brassell Adult Detention Center. We will not tolerate the intentional misuse of social media to create panic or interfere with public safety operations,” said Major Dennis Kendall. “Cannon’s ability to post the bail set with the bond, will dictate his first appearance in Jefferson County District Court.”

Sheriff Lafayette Woods, Jr. also addressed the broader implications of the case, warning that false information can have immediate operational consequences for law enforcement agencies tasked with responding to emergencies.

“The deliberate spread of false information, especially involving a claim as serious as a firearm inside a secure detention facility is both reckless and dangerous. Every time our deputies are forced to respond to a fabricated emergency, it diverts resources away from real calls for service where lives may truly be at risk. This type of behavior undermines public trust, disrupts lawful operations, and endangers the very community we are sworn to protect. Let this serve as a clear message: individuals who engage in this kind of conduct will be held accountable to the fullest extent of the law,” said Sheriff Lafayette Woods, Jr.

Beyond the immediate arrest, the Jefferson County Sheriff’s Office says the case highlights a growing challenge for law enforcement agencies: the rapid spread of unverified claims online and the real-world consequences that can follow. Officials stressed that even brief moments of misinformation can force large-scale responses, pulling personnel away from other emergencies where seconds may matter.

The sheriff’s office reiterated its commitment to maintaining security within detention facilities while responding swiftly to credible threats. At the same time, officials urged the public to rely on verified sources and avoid amplifying unconfirmed or sensational claims that could lead to unnecessary panic or operational disruption.

As the case moves forward in court, authorities say it serves as a reminder that digital actions can carry real-world consequences, particularly when they involve claims that prompt emergency responses and strain public safety systems already operating under constant demand.
