Little Rock, Arkansas – The Arkansas Department of Agriculture’s (ADA) Law Enforcement Agency recently concluded an investigation that led to the arrest and conviction of James Barrett Hall, a Hot Spring County resident. Hall faced charges of criminal mischief in the first degree, with convictions occurring in both Hot Spring and Howard Counties.
Convictions and Sentencing
On June 28, Hall pleaded guilty to one count of criminal mischief in the first degree in the Howard County Circuit Court. This followed a previous conviction in November 2023, when he pleaded guilty to the same crime in the Hot Spring County Circuit Court.
The charges stem from a 2022 agreement Hall made to care for a herd of cattle brought from Texas. However, on January 7, 2024, ADA special agents received a report indicating the cattle had suffered from starvation and lack of care, leading to significant losses.
Following the investigation, Hall was sentenced to 20 years in the Arkansas Department of Corrections for the Hot Spring County case. Additionally, he received a 20-year suspended imposition of sentence in the Howard County case, to be served consecutively with the Hot Spring County sentence. Hall was also ordered to pay $126,000 in restitution.
