Arkansas Legislative Audit Committee releases 2024 Jefferson County spending report raising questions about county finances

Jefferson County, Arkansas – The Arkansas Legislative Audit Committee has released its 2024 audit report on Jefferson County spending, raising questions about several financial matters involving the county.

Current Jefferson County officials appeared before the committee Thursday to discuss the findings and address concerns outlined in the report. Among the issues receiving attention was a payment of more than $300,000 made by the previous county administration for solar panels.

According to the audit findings, the payment was made in 2021. However, the solar panels have still not been installed at the three county buildings where they were intended to be used.

The issue has prompted questions about how the project was handled and why the equipment has not been installed several years after the county made the payment.

The solar panel spending was one of several matters identified in the 2024 audit. Auditors also found other issues involving the classification of expenditures, including concerns related to more recent classifications required under Arkansas law.

The findings were discussed with current county officials during Thursday’s meeting. The audit process provides lawmakers and other state officials with a review of county financial activity and identifies areas where additional attention may be needed.

The matter involving the solar panels has also been referred to the Arkansas Attorney General’s Office. The referral means the issue will receive further review by state authorities.

The audit does not by itself resolve the questions surrounding the payments or determine whether wrongdoing occurred. Instead, the findings bring specific financial transactions and practices to the attention of officials responsible for reviewing them.

The solar panel project remains a notable point in the report because the county paid more than $300,000 in 2021, while the panels have yet to be installed on the three buildings.

Current county leaders were given an opportunity to respond to the findings as part of the legislative audit process. The review also highlights the importance of proper expenditure classifications and compliance with state requirements governing county spending.

As the findings move forward, the Attorney General’s Office will have the opportunity to examine the matter referred to it. County officials and state authorities will also continue to address the issues identified in the audit.

The 2024 report provides a detailed look at Jefferson County’s spending and financial practices during the period under review, while the questions raised during Thursday’s discussion put additional focus on how public money was used and tracked.

For now, the solar panel payment and other findings remain under review, with the Attorney General’s Office receiving the referral for further consideration.
